Appel vintage drop waist dress with tropical parrot design w/rhinestones. Black Size undefined

Red trim at sleeves & hem. Size is not visible on the tag, but I measured at the narrowest part of the bodice at 21”. Fabric appears to be cotton & there is no stretch.
